Standing committees of the Busia County Assembly — responsible for sector oversight, legislation review and ensuring accountability of the County Executive.
Committees are the engine rooms of the County Assembly. Under Standing Order 179, the Assembly establishes committees to scrutinise legislation, oversee the County Executive, examine the budget, and inquire into matters of public concern. Each committee is chaired by an elected MCA and reports to the full Assembly.
The Busia County Assembly operates the following standing committees in the Third Assembly.
Scrutinises the county budget, revenue collection, expenditure and financial statements. Reviews all money bills before tabling in the Assembly.
Reviews bills and legislation for legal compliance, handles petitions, and oversees issues of human rights, access to justice and constitutional compliance.
Oversees the County Department of Health — scrutinising healthcare delivery, hospital services, community health and the county health budget allocation.
Oversees early childhood education, vocational training, social protection programmes and youth affairs in Busia County.
Oversees the agricultural sector including crop production, livestock, fisheries along Lake Victoria, and food security programmes in the county.
Scrutinises county roads, bridges, public works projects, transport infrastructure and the awarding of construction contracts.
Handles matters of environmental protection, land use, forestry, water resources, climate change adaptation and natural resource management.
Oversees county land administration, housing policy, physical planning, urban development and land use in Busia County.
Examines the county's audited accounts, reviews the Auditor General's reports and ensures public funds are utilised lawfully and efficiently.
Champions the interests of women, youth, PWDs and marginalised groups — ensuring inclusivity in county legislation and budget allocation.
Oversees county security matters, community policing, cross-border issues and conflict resolution mechanisms within Busia County.
Oversees ICT infrastructure, trade licensing, markets, industrialisation, tourism and enterprise development in the county.
